Skywire node on Windows

The command has to be changed to skywire-manager.exe.

and the node command has to be changed to skywire-node.exe.

This also has to be edited in the bash files if you are using them.

Also note that the discovery server for the testnet changed to testnet.skywire.skycoin.com:5999-028ec969bdeb92a1991bb19c948645ac8150468a6919113061899051409de3f243.
